Council Committees

The Council has six committees.

Councillors are appointed to Committees and Outside Bodies at the Annual Meeting.

The Arts, Events and Heritage Committee

The Arts, Events and Heritage Committee is responsible for the management and maintenance of:

  • The Council’s events
  • East Midlands in Bloom and the Council’s Floral Displays
  • Christmas lights and festivities
  • The Council’s support of the World Heritage site
  • To promote tourism in the Town
  • To support Arts and culture in the Town

The Committee chair is Cllr Sue Devine, and the Committee members are Cllr Ben Bellamy, Cllr Ruth Bellamy, Cllr Jonni Bishop, Cllr Katie Harris, Cllr Margaret Hinchcliffe, Cllr Sally McCormick and Cllr Julie Wozniczka.

The Facilities, Environment and Local Economy Committee

The Facilities, Environment and Local Economy Committee is responsible for all matters relating to the Town Council’s various facilities including the:

  • Public toilets on Strutt Street
  • Market Place
  • Memorial Gardens
  • Allotments, footpaths and the Town Council’s car parks
  • Environment initiatives and initiatives to make Belper a vibrant local economy.

The Committee Chair is Cllr Emma Monkman, and the Committee Members are Cllr Carol Angharad, Cllr Fay Atkinson, Cllr Ben Bellamy, Cllr Jane Harlow, Cllr Tracey Hill, Cllr Jamie Walls, and Cllr Julie Wozniczka.

The Finance, Governance and Staff Committee

The Finance, Governance and Staff Committee is responsible for:

  • the Council’s policy, its expenditure and precept monies
  • the preparation of the annual budget
  • all personnel matters

The Committee Chair is Cllr Katie Harris, and the Committee Members are Cllr Carol Angharad, Cllr Fay Atkinson, Cllr Ben Bellamy, Cllr Ruth Bellamy, Cllr Tracey Hill, Cllr Jamie Walls and Cllr Julie Wozniczka.

The Planning Committee

The Planning Committee comprises of five Councillors and three co-opted members and is responsible for considering:

  • All planning applications within the Town and recommendation comments to Full Council
  • Reviewing and utilising the Towns Neighbourhood Plan
  • Engaging with large developers within in the Town

The Youth Committee 

The Youth Committee comprises of six Councillors and two co-opted members and is responsible for:

  • advises the Council and its Committees on the needs of young residents
  • supports organisations providing assistance to young people

The Committee Chair is Cllr Jenny Bellamy, and the Committee Members are Cllr Carol Angharad, Cllr Fay Atkinson, Cllr Jonni Bishop, Cllr Sue Devine, Cllr Margaret Hinchcliffe, Cllr Sally McCormick and Cllr Jamie Walls. Paul Terry is a co-opted member and there is one co-option vacancy.
